ive looked around but i cant find a release date for BT3 final? is there one?

BT3 final was only given to a few beta testers.

At the moment its BT3 Beta which is a public release.

Hmm... Now that doesn't sound right. I always though that the beta testers got the beta version ;)

Well but the fact is that the final release is not yet out, you can download the beta version instead.
