hey i was just wondering, if i wanted to wiresniff other people in my neighborhood, i would need to be connected to their network correct? There is no way to sniff without being connected correct?

If you were to sniff "wiresniff other people in [your] neighborhood" then you would be breaking the law, regardless of whether the question you're asking is purely hypothetical, or bears more of a malicious intent, i can't see you getting a response to a question like that in this forum!

Connected or not, sniffing other people's traffic without permission and authorization is a violation of the law, a violation of your ISP's Terms of Service/Acceptable Use Policy:
"Prohibited activities include...gaining unauthorized access to any site, file, material, information or equipment."
as well as our Forum Guidelines (http://forums.remote-exploit.org/showthread.php?t=5676):
Do not post about breaking into networks that do not belong to you and for which you have no permissions.
And yes, sniffing their traffic is sufficient enough to be considered "breaking into networks".
